I do not understand parents who think the kid is just an accessory that they can set down and ignore. I'll hear a kid screaming and look over to see the parents just eating and chatting and not even looking at the kid. For the sake of the other patrons, LEAVE! It's not that hard. I've been bringing my baby out to eat since she was only a few months old. She's been good so far but I'm always prepared to leave if she acts up.
